NE on the soundside can be tough. After blowing NE for a while the water disappears up North and you need to walk way out in the sound.
Kitepoint can be ok but Frisco is probably best for NE on the sound, at the washout or maybe Frisco Woods Campground (I think there is a $5 access fee).
I ride ocean in NE but if you're not into that I'd suggest going south.
