Interesting to see Cabrinhas response. Not managed to get a clear answer consistently on this before.
So you need one bar, adjustable size, short throw, low V, cheap and in full working order.
You may just want to call Silent Sports and see if they can help:

Yes I saw that place, I'll check with them. But with bar is the best for small guy.

I would say the newer cabrinha gear is really good quality, so get the new bar and maybe even some kites aswell
What I read here on the forum and other forum I saw, a lot of used Cabrinha bar sales on the market 2017,2018 and some 2019 sales for not a lot of money is look like. People want to get rid of it to buy something else. I do not know, I'm just asking the question.

Another think I forgot to said, I'm a short guy. I'm a 5'3" or 162cm. So my arm are small and reach the bar at the maximum deposed could be hard. Usually not to hard when I'm riding but realy realy hard to put the bar in the middle when I start in the water. So a bar I can adjust the length of depower. In same time I know some have ball or something else to reduce the lenght if motion of the bar, in that case you have to use the trim to reduce the length of motion and still have a depower zone and I think the depower will be less than if you still have full length on the bar.

At 0:35 in the video they mention that the override is an optional accessory item.
Maybe your bar is just fine without it?
So the override and the ring are option and we can use it without those part?
I've got access to the same information as you. You say your bar is missing parts. The video says those parts are optional.
So the conclusion I reach is that your bar is missing those parts because they are optional and were not included with the bar.
But I'm not a cabrinha bar expert, I'm just making logical deductions here
