https://www.fixmykite.com/ does harness repairs and some boot/shoe repair shops can do it if you supply the webbing.

I had the webbing stitching rip clean off on my Dakine Nitrious harness but thankfully it uses 2 straps to hold the spreader bar on so I was able to ride to shore on the remaining strap. Dakine was very helpful in replacing the harness at no cost too.
