You have a couple of options...

Cape Town/langgebaan - Wind is pretty consistent now, with most guys using 7m (projected size, not surface area) around this time of year. Water temperature is cold, but the wind is definitely the best in the country. Langgebaan is definitely the smaller town you are looking for so check out capesport.co.za for details on that. Be wary, this place can start getting really busy this time of year.

Durban - Much warmer. More of a 8.4m projected size this time of year but bring an 11.8m for the softer winds. Water temp is around 25 degree's C so wetsuit not required. Go to http://www.windsurf.co.za and email richard if you need details or shaun at http://www.tsunami.co.za.

There are some smaller towns but those are pretty much the main ones.

Also go to http://www.kitesurf.co.za the unofficial SA website where you should be able to post any queries. Alternatively, email me and I will send you email details of all the guys you need to get hold of for accommodation etc.

Regards,

Athol

You can always ask goose at goose@capedr.co.za

Also, Cape Town rocks! Langebaan is not terribly interesting as a town.

He did mention relaxed little town, so langgebaan is more likely to fit the bill, but cape town is only an hour away if he wants civilization. Plus the women in Cape Town are awesome

Goose/Angus is always very helpful and produces soem great boards (CapeDr) so its definitely worth dropping in there.

Langebaan is the place if you want warmer waters than that of say Cape Town. Also the water is flat and the winds are awesome. Yes it is a quiet town, but there is a great community of kiteboarders who come and stay for up to 6 months at a time here.

Yes it can be crowded, but then that's becauyse it is awesome!

Look at http://www.capesport.co.za for more information and there are plenty of pics and information to get you informed. If you need anything else, mail me through the site and I can give you actual information based on experience, history and more, As opposed to heresay and web browsing!
