what does the pulley system do?

It keeps the bar free from a center mounting point so you can do centered handle pass moves, etc.
It also helps the kite to steer quicker.

...and yes it does some good. It for sure makes the kites turn faster. They can be used to serve this pupose as much as for freeing up the bar center. If freeing up the bar center isn't a matter to you, the pully bar can even be rigged with a fully functional chicken loop. They make it possible to fly your kite with a smaller bar than you normally use as well.

Also, Can you convert a Cabrina Powerdrive to a pully bar easily? How does the chicken loop work with a pully bar?

You don't use a chicken loop with it.
There is a way to use it, but it kills half the depower range. I'm too lazy to go thru that explaination.
