What is this? is this the plastic tube like on a harness strap?

Hello Andreas,
It looks like a variant of some of the jam cleats on the market. These cleats in some cases use a polyester yacht braid (i.e. braiding on the outside and parallel filaments on the inside) or in other cases a gray, high strength braided line that is probably comprised of a dynema-like fiber. The polyester yacht braids work ok, but for not very long in my experience and require frequent replacement.

Dynema is a special material used for almost all depower lines (silver)

the grey stuff is vectran, its a branded high tenacity low friction rope and the specific braid pattern used, its on the naish and flysurfer kite. vectran has no core.
dyneema is a differently braided and none surface treated line, typically used as ac core material inside a polyester outer braid.

Dyneema comes in many different sizes and colors, and is probably the best as far as abrassive properties and strentgh for size are concerned.
I personally use 5mm blue for my depower, this has a breaking strain of +- 1500 Kgs.
I have had mine for almost two years now, and still looking good.

So why do the producers of this device recommend not to use Dyneema. If it has low friction and is durable?
Is their a better material?
I think this "clamp" device which allows you to fix the depower in any postition would be very helpfull. I personally had my most "scary" moments while kiting either when launching or landing close to land. Even I use a wichard snap shakle I would prefer to be in these situations (in gusty wind) not permanently hooked to the bar and with the power control by solidkiteboards.com one can theoretically safely fly the kite fully depowered without hooked to the powerloop..? anyway I ordered for myself and friends a few of these devices, I will soon see how they work.

it'll be bvecause it strips the outer braid off the core material destroying trhe mechanical integrity of the rope, even though it still looks good.
