Short bar: less input to the kite. Long bar: more input, faster kite.
I use 3 bars
Long, (65) short lines (25) / light wind
medium (55) long lines (28) / medium winds
medium (55) short lines (24) / high winds

Longer bar makes a slow kite turn faster, shorter bar makes a fast kite turn slower

Try using a long bar and moving your hands about to create diferent kite speeds for diferent tricks.

A longer bar will get you in and out of trouble faster.

There are also microbars that are about 12 inches or 30cm long. These really slow the kite down.. handy for those 30 knot days...

I always use one bar only.
size 60cm for X2 8-14.
Using a smaller bar hurts my wrists.
I think you also should consider the width of your shoulders for a comfortable grip.
Smaller kites I grab the bar more in the middle to make it slower.
Greets
