Florida Panhandle

I'm going on atrip in the middle of April. Can't decide where to go. Options: Destin, Panama City, Fort Walton, St. Pete area.
Criteria: No wet suit, wind, something to do at night, shallow flat water would be nice, and not too crowded

If Destin,FWB, then:
LeeSide Park, Choctahachee Bay, for N NE. 100-150m wide waist high sandbar running between FWB Brooks bridge and Destin pass.

For any South winds, directly across the road ( HWY 98 ) to the Gulfside access for surf, NOT shallow.
