Vacuumed meaning...
What type of foam, and how many layers, and what's the sandwhich like?
Can't just say vacuumed without a ton of questions...

so my board is made with :
PVC Foam (herex C70-75),
fiber glass 185 gr + carbon 200 gr + FG 200 gr on the bottom,
3 x FG 200gr on the top.
i don't try it yet because no wind but i kope to try it soon ...

excuse for my late answer.
the blue is a pigment blended/mixed with epoxy.
for the graphics, i make stencil with some adhesive and i paint with 2 lake spray (a red and an orange). the white is made with a POSCA pencil.
after that i glass the board with varnish lakespray.
