Footstrap Inserts - How?

I've read that you route out a whole in the foam core and fill it with an epoxy/microballons filler mixture.

But, do you laninate and cure the entire board in a vacuum first prior to drilling the filler and putting in the inserts? If so, how are the inserts held in - epoxy?

Or, do the inserts get put in during the lamination process?

Any details you can provide would be great as this is my first board.
