The seaside can be a bit crowded when wind is NorthWesterly - as it is a great break behind the "Mole" (pier) as Sake also writes.
Lots of kitesurfers, windsurfers, and surfriders - in the same spot.
Surfriders only close to the pier - because there is clean waves and no sidecurrent at all (and a current going out - so you can just sit on your board and get transported out to the impact zone - great !)
So easy to avoid conflicts - as the waves are breaking really long and far away from the pier too.
Regarding the "Fjord" - you can kite anywhere - but on the westside there is a few areas where you can park at the surfstations - thus getting toilets and hot water etc. too.
You pay a small amount - almost nothing though, like a parking fee.
At the east side there are lots of spots, where you just park and go out wherever you want. The water is knee to waist deep several miles out, at most places here
And at "Bork" there is a good surfshop too (also at Hvide Sande at the surfstation)
I can only recommend that you ask for spots at the surfshops, or the folks you meet at the spots - they can tell you exactly what you want to know.
