The Levee is the best/most reliable spot to ride. Look at kitebeaches.com for more info... Stay away from there if the wind has any west in it.
For westerly winds (driven by cold fronts) we head down to San Luis Pass on the west end of Galveston Island (about 1.5 hours from city center Houston). This may be the best flat water spot I've ever ridden.

This time of year, we are mostly in full wetsuits, and I really ride in my Drysuit (Maybe a bit of overkill on my part, but I hate being cold)
