Mystic Flaka Smock Drysuit

Can someone answer me simple question, is this jacket fully sealed ? In my understanding this jacket have latex seals on neck and wrists. And on waist it's only elastic.
So water can enter underneath. What's the purpose of it ?

it`s to prevent windchill. you use it over your regular wetsuit.
