The wind is starting to turn on here at SPI. 25-30 mph predicted for this Tuesday with a high of 77 and it should build from here. I'm thinking Feb. is gonna be good.

I've actually gotten cheap last minute direct flights from NY metro airports to PR and Cancun. I hear the deals are decent due to the slowdown this year. Last minute helps to make sure the wind is gonna blow. Isla Blanca is one of my fave flat water spots north of Cancun and there are some low cost hostels that work great.

Done both SPI and the Keys (and they are great) in Jan-Feb but I'd still choose to get further south this time of year if I could.

Live in the OBX now so I don't worry about that kind of travel much anymore :D

.....perhaps one of the most predictable places in the hemisphere is Cabarete. Cheap is expensive if there's no wind or the place isn't 100% kite friendly.

Hello, in the past 5 years I have spent in Puerto Rico, February is one of the windiest month of the year: the wind blows almost 24h/day, and there are generally nice waves. (That's the down part of Cabarete where the wind picks up late during the day).
Puerto Rico is convenient because it's part of the States (so no passport), and you're in San Juan in 3h1/2 from New York (direct flights, cheap on jetblue.com).
Finally, for accommodation: http://www.vacationrentalsanjuan.com. We're 3 blocks (200 yards) from one of the kitebeaches.
