Hi Kitegirl
After 8 trips over 5 years kiting in Fortaleza/Cumbuco area, the best and cheapest car hire I have found is from Ricardo at
ricardoarruda2005@hotmail.com - last year, Fiat Palio, 5000 km on the clock, with air con, 50 Reals/day all inclusive, no extras, including roof racks - mind you I did rent for 7 weeks. He is available 7 days/week for any problem.
One problem, he does not speak English and uses an electronic translator, but end result the same. I have already booked with him for July and August this year, same price.
Enjoy Brazil!

Paracurú has no oceanfront lodge at the kitespot, but in town there is. Then you drive 5' to the kitespot.
Lovely town. I stayed in the center in a gentle posada with free hammocks in the huge garden, ripe mango's falling from the giant trees. 2' walk to the beach, no traffic noise, just a school nearby that was rehearsing a dance so I heard some music.

ps the one atm in town is usually out of order.

Last year indeed the ATM was out of order some weeks, as they had to wait for a spare part/technician from Rio/Sao Paulo...
This year it works fine, and it´s now open until 20h, but keep in mind with all ATM in Brazil: Avoid peak times beginning of the month (pay day), go late evening or weekends.

I rented a car for 7 weeks from "Fortaleza Rent A Car" (R$50.00 per day for a Gol- the Brazilian version of the VW Golf).
After I returned the car (the guys signed the contract that the car was returned fine) the bandits charged my credit card R$1800.00 despite all bills were paid. I rang and asked why and they made excuses it would be refunded. The next day still no refund. I rang up again and they came up with stories that I had driven the car to Jeri and therefor the security bond was charged and is not refundable. I asked how he came up with that story and he hang up and never answered the phone again (my departure was on the next following day).
I contacted my cc company who is still trying to recover the money (I'm back since a month now).
You better pay a few more bucks and rent from the Cumbuco service station or any of the hotels in Cumbuco who will take care in case something goes wrong.
Cheers
