Thanks for all the help guys! I've taken lessons in the past at Miami Kiteboarding in Crandon Park so I know how strict they can be about their regs.
I figured it would come down to getting a new kite, especially since I'm not even sure of these are flyable. I've been training with a 2.5m in 20+mph winds (which is a ton of fun) but I will soon get a bigger kite for the days with lighter wind.
I'll train a bit with an old instructor to get certified as well
