Any one have any good kite spots around Fortaleza to rekomend?

What do you mean by "around"? Fortaleza is where you fly to to access some of the best kitesurfing in the world.
Or do you mean literally in the City i.e. municipal beaches? I do not know about these.
If by "around" you mean North of Fortaleza then there are the following:
Cumbuco - together, with Jeri/Prea the most famous kitesurfing spot in NE Brasil but the winds can be a bit light and the water choppy. Party town. Has a medium sized lagoon that gets busy in high season.
Taiba - next up the coast, wind is as for Cumbuco but there are some waves. Has a small lagoon.
Paracuru - nice spot in front of a (not very good) restaurant. Flat in front, waves out back. Wind is getting stronger.
Lagoinha - my favourite (I liked it so much, I am building a house there!) - wind stronger/more reliable than Cumbuco. Waves and flat sections, and a lagoon that fills up when it rains.
After that I forget the order: Mundau (simply lovely), Flexieras (local hotspot on weekends), Itarema (huge flat water lagoon but not much infrastucture), Icarai.
Then you get to Prea/Jeri. Prea is quiet and the water choppy. Very high winds indeed at certain times of year. Jeri is just up the coast and is where most people stay (party town). Wind is offshore at Jeri.

Fly to Fortaleza, stay some in days in Cumbuco, get local info, then head up the coast with stops wherever you want to, up to Jeri, and then back to the place you like the most.
The further up the coast the stronger the wind. In windy season you could have 25 knots in Cumbuco and 35 in Jeri. You pick your wind strength and choose a place accordingly.

note on nightlife:
fun nightlife in Jeri, big nightlife daily in Fortaleza (stay in Cumbuco and drive in at night, about 20 min drive)
