Hi,
you should check car rental in La Linea (the airport is between La Linea and Gibraltar, so 2 mn walking), there are plenty of companies. You can book your car using the web:
www.amigoautos.com, the will propose you the best opportunity in La Linea.
A taxi to Tarifa will cost you about 50-70€. But then in Tarifa, you need a car to go to the spots.
Enjoy your stay in Tarifa, if you're looking for a great lodge, go to
www.mastral.com,

credit card is most always required by car rental companies so that they have a deposit against damage. some small private car rental operators (in Tarifa itself maybe) may operate on the basis of holding your passport. advice - get a credit card. it's not out of high season so you will be allowed kite near Tarifa town itself on the beach but still better to have a car.

You're probably there already, but if it helps - Gibraltar airport is right next to the bus stop that heads to Tarifa (just cross the border) and the buses are pretty frequent. Easiest way is to catch the bus there. Tarifa's not big, so if you can handle the walk I'd suggest that. Or if you can hire a bike it would be pretty easy to get to the spot. I was there for a week and didn't really need a car, as everything's pretty centralised.

if you stay within the village and the beach right in front of Trifa, no car needed.
If you want to go to Valde...a car is needed! But are there busses going to the more northern spots?
