i don't understand french text. can somebody explain what is banned exactly?

is it total ban or just swimmers zone ban? was there a reason for that (kite related accidents)?

What is the reason?
Is it problem only with Bois Jolan spot or some other spots on Guadeloupe banned too?
Best season is comming and we are planning to come over. Sounds pretty bad.

I read french and the ban is only for the Bois Jolan spot according to that memo. It seems to be coming from the city's authority.
