Best kiteboarding/scuba destination end of April to mid May

Hi guys...

Any recommendations for a destination that is great for kiteboarding and scuba during the spring time. Preferably someplace in the South America/Carribbean that is not super expensive. Options for hiking, photography, kiting lessons (girlfriend coming along), scuba diving, etc.

may want to check out provo in the turks and caicos. can find some great deals on lodging and usually pretty good winds and great diving, like best in the world diving and snorkeling.

PUERTO RICO

Kiting will be great in San Juan, Parguera and Isabela. Make sure you go diving to Parguera, Mona Island and Culebra Island, both part of PR. Culebra is world know for its reefs and beautiful beaches (top 10 beaches in the US)
