I would rather go with a drone for simplicity and free of all the weight.
Besides that people think 500 watts are enough, but they're living in an illusion,
when you need at least 2000 - 4000 watts to get on to the plane according the guy below.
2 years ago I've seen a guy's motorized foil with a 5 Hp light liquid cooled 2 stroke engine,
on Biscayne Bay and he was able to go over 30 knots.
He had problem with overheating when seaweeds or dirt blocked the cooling intake
and starting problems with water leaking into engine compartment.
Same guy is still developing the same concept with electric compact turbo drive,
but it is very expensive and very heavy 60 lbs with the board complete,
to get a descent half an hour ride.
Now he is trying to overcome the dangers of catapulting over, when he hits even the little sea weeds.
So there is nothing new here.
