Load on mast to mount at board is highest load so if you have 3 positions to put a bolt then why not?
As Musashi wrote; it is a waste for a Samurai to die with a sword still in its scabbard.

That is why competent manufacturers reinforce mast plate with a collar:
Consequently, very little strength is required from the bolts themselves - they just must be strong enough not to let the mast to fall down when the foil is idle. Even single puny M4 connection would be sufficient to hold 4 kg or so of foil weight!
