Few items I didn't see on the list.
- starting in less than mast length shallow
- strapless riding
- dismount ending with a board in hands

The way I advise to progress is
1. riding safely both ways
2. downwind in controlled way
3. S-turns
4. flying transitions to toeside and back (touching water in simple transitions is not a step)
5. strapless
6. explore but don't "take a sword to a trampoline". don't do foil jumping

I would put " foiling tacks " in advanced as they are way more difficult then any of the other things you mentioned.

Proper Foiling race jibes are also not easy (meaning downwind jibes at speed), specially when done both ways.
I am nowhere near there in my progression with a foil, but from my experience on ice, a tack is MUCH easier with a proper race foil kite than an inflated kite. I tried like crazy to get good racing tacks with my 17M SS Turbine, barely ever made a good turn, and usually had to loop the kite to keep it flying. But once I got my Ozone R1's, tacking became child's play. Night and day difference. On light snow covered ice, I often complete clean, arching carving tacks.
