My friend shaper is going to build it. Vaccum bag is not a problem :) The only problem I see is the right choice of construction as it looks like there is really a lot of options and hard to judge the rigidity without building and trying it.

WH,
If you build it 30-40 mm thick and use enough glass to prevent heel dents ( depending on foam density) and the board not snapping at foil plate it will be really stiff.
To reiterate: stiffness will not be a problem. You can build a stiff board, 40mm thick and so light laminate the problem will be heel dents and breakage at foil plate on impacts.

Thanks. Really interesting. The boards I consider zero flex (no extra slight foil wobbling) are those that simply can't have heel compressions, like Moses T60 Sport. I started to think that we are talking about the different flex :)

WH,
The point Rynhardt and I are making is that if you build a board 30-40 thick foam and laminate it with any combination of glass and or carbon - that is of sufficient strength to withstand heel pressure and not break at foil mount - will be stiff to not flex.

So don't worry about flex!!! Worry about heel dents and breakage at foil plate. That's the problem!
