So what strength VHB did you use? They make different strengths based on the load and conditions you are using it for. Normal is the 5psi but they make stronger than that. Just because it is similar does not mean it is the same. All so you might want to change the name of the title since your experience has nothing to do with the Foilmount.

Im pretty sure foil mount uses 3m VHB so, yes...I would argue this post is somewhat relevant....
Interestingly this was not my first attempt. The first time I mounted the foil on the last two holes with the adhesive. It peeled up due to some rocker...this was somewhat anticipated...so mounting it further back allowed for a flatter mating. I see the foil mount is 13" long so I can see how they are using more area where as mine was around 9" long.
There are several VHB products and I researched what I thought would be the strongest for this application and settled on the marine grade 5952 - along with the primer 94. Like I said the foam sheared off and not the adhesion on the foam surfaces....
This experience now makes me stay clear of any foil mount product forever...Im seeing on other forums folks are loosing SUP foils using this medium....

If there was a bit of rocker in the board then it may be that the full length and width of the plate did not get pressed down and properly bonded to the board. Looking at the picture I see no residue at the back on either side. Is there any convex to the bottom shape when you look across from the side? When you think about how the board is cantilevered from a mount at the back, a strong adhesion at the back would be critical or it is very likely to pull apart.
