I've seen this on some hydrofoils and wondering what the thought is. Is this to overcome the issue with the angle of the rocker on the tail end? I'm thinking if the rocker is basically a 2 degree angle towards the back the mast needs to be angled similar to adjust for this.

The moses fuselage is parallel to the plate surface. The mast plate is offset forward compared to fuselage mast connection. In other words, the mast Leading edge is not perpendicular to the mast plate surface or the fuselage.
This may lead you to position the mast plate further forward.
Why they do this is not clear to me.
