where is the tear ? If its on or near a cell seam throw it away or have it done professionally 3.5 meter almost isn't worth sending off for the 100$ plus repair. Don't use duct tape its heavy and messy I've seen some people doit but I wouldn't
The two options for self repair is kite fix and actual ripstop kite repair tape avalible at prokitesurf and air time

Best way to repair a foil is buy an LEI! With any larger repair (bigger then a couple of inches) its best to sew over the tape. Especially if you are going to use it in cold weather. Ive seen ripstop tape peel off. The worst thing would be to think you have repaired your kite only to have it rip more when your using it because the tape failed. You could also use something like kitefix. At least they are glueing the tape down. Whatever you use CLEAN the area real good with alcohol before sticking anything to it.
