Kiteboarding in Texas, Low Budget (Please Help)

Hi guys, I just recently bought a mountain board about 2 months ago. I have been looking for kites since then. I think I'm going to end up going with an HQ Symphony and maybe like 3 meter? I just don't know what I need in the way of handlebars for the kite (or if the kite comes with it) or a harness (or if the kite comes with it) my budget is about 150 for the kite, handlebars, and harness. It can go a little over but not too much.
