How to make open a National Preserve to Snowkite

More precisely what would be a good plan of action for make open the Valles Caldera National Preserve in New Mexico to Snowkiting (see the website here and the google map here). This place look great for snow kite but it is not authorize, event if other activity like fishing, hunting, horse riding, hiking, running, snowshoeing, mountain-biking are tolerate. I think that unfair because snow kite have less impact on the environment that the tolerate activities.
There is a public comment open now (see here) so I guess it the moment to said something about snowkite activity.
Any advice or comment about how to deal with this ?

Bosco hill at Skyline in Utah probably has more snowkiting traffic than anywhere (US)
Maybe a photo of tons of kites on the hill in the snow.
Then a photo of the hill in the summer,
could show the lack of impact on the terrain.

Easier said than done

Good idea, I look on internet and I didn't find a good picture for summer. Do you known where I can find this kind of picture ?
