Well I´m from Argentina but live in El Yaque- Isla Margarita -Venezuela now, best month of snow down there is July and Agust. Bariloche should be a good choise, Las Leñas, too. But i´m sure there´s more places to find out with not so many montaines and trees, so constant wind.
I was wondering usually on the Patagonia is blowing too much...
Best Regards.
Hugo.
I´m going this year on July to the snow in Argentina, i will love to try it, too. I´m reading about it on some magazines to know what to do, and what not to do... Autodidacta.

you can check the wind anytime you want at.
http://www.meteofa.mil.ar/dpd/tiepre/datosact.htm
you have the wind conditions of every city of argentine ( 50.000+ people I guess)
Ushuaia is in Tierra del fuego, but all the Patagonia has good winds. (T. del F. + Chubut, Rio Negro, etc)

About cheap i´m sure that Argentina rigth now it´s the cheapest...because after 10 years of 1 peso = 1 dolar...
Now it's 2,85 pesos for 1 dolar. So that means almoust 3 times chepear than before. And the prices went up a bit not as much as the dolar did.
I´m going on August to Bariloche for sure !! I just heard it´s the best time, uncrowded and perfect snow.
Best Regards.
Hugo.
