Here in Winnipeg on a cloudy night, the city lights reflect off low level clouds. This gives enough light in fields just on the edge of town to sail in.
The only thing I recomend is to make sure you have packet your gear well (no twists in line) before you try this. Sailing is a lot easier than setting up.
Itaunas, Brazil: I was kitesurfing at night with fulmoon, it was light enough. It was a very impressiv and very beautiful. But when you are out, nobody would be out there who could help you. It was quite onshore that there wouldn't have been any problems to come back
For those clear days try attaching different color glow sticks (one red one green) to opposite sides of your kite. It helps you to keep track of which dirrection your kite is heading. Don't be supprised if this attracts alot of attention (it looks really weird).
