When landing do you sheet in or out to slow the decent rate?
I have seen in a video a guy go back up a little right before he landed. How is that done?

He most likely got an extra puff of wind. You sheet in when landing to soften or slow your decent.
It is possible to multiple lifts from kiting in gusty conditions. I think eveyone who has kited more than a few months will have one of those I left my guts behind jumps/stories to tell!

Do you mean pull the bar in a little right before you land?

depends on the kite and the amount of depower you have dialed in. my mach ones definately came down slower on full depower, but my slingshots like to be at half power.
