What do you expect people to do when they see this sign?
Safety is our responsibility, and not the general public's. Think about that.
If you think that they are getting in the way, just remember that these public beaches.

השלט הזה רק מזהיר את המסתובבים באיזור, שהרי לא תמיד הם יודעים
.כמה זה יכול להיות מסוכן להסתובב באיזור הומה קייטים
.המתרחצים כבר שם, השלט הוא רק משנה זהירות, המידע אותם על הסכנה

Funny that you mention it - actually in South Africa, people might take notice of a sign, but here in Israel!!? People rarely pay attention to signs... we need to make sure to warn people on the beach (NICELY!! - in a friendly way) that they should not sit in the areas where we launch and land, or at least know that it is dangerous, but above all we need to be extra carefull when there are non kiters on the beach.
