Wave riding kiter has priority unless it is a shore break and the wave rider is riding in the launch zone, then launcher/landers get priority. => "Depends on the spot"

If you don't want to ride the waves, then get out of the break zone.

.... outbound aircraft always have to wait for those on final. Except when there are surfers on the runway - go around.

If you don't KNOW HOW to ride the waves AND ARE UNABLE TO GIVE RESPECT, COURTESY, AND SAFETY TO OTHERS, then get out of the break zone AND IMPROVE YOUR SKILLS IN LESS CHALLENGING CONDITIONS. (capatalized only to highlight, not "screaming")
