Good spot for December (Brasil, Cape Verde,...)

Hey guys,
I was checking a good spot for december (December 3rd till 10th).
I want hot weather and warm water.
The most important point is that we only want to kite, so it's necessary that we have almost 100% windy days. Leucate, for example, is in the list below but you can go there 10 days and don't navigate !!! I need spots 100% days windy !!!!
The other point is that there are some colleagues that need flat or choppy water (no waves) and wind between 12-16 kt (NO stronger than 16kt)
I saw Tucus (Brazil) in the list, but I don't know where is.
I heard about Cabe Verde, but I'm not sure if would be a good option. I guess is a wave island.
In kitebeaches.com I found Tucuns (with "n") is the same ??
Wich spot from the list meets my criteria ??????????

try venezuela, los roques, cubagua and coche perfect wind every day in Dec jan feb beautiful spots clear warm water flat chop small waves you name it. snorkeling, diving, good prices. contact me for more info, thanks

Try Canoa Quebrada south of Fortaleza / Brazil


@ rivermouth
- 10 - 16 sqm
- huge lagoon
- shallow and deep flatwater
- no obstacles
- side / side on winds
- not crowded


@canoa
- many pousadas
- nightlife
- good restaurants

It's 15 minutes by buggy from Canoa Quebrada. Awesome place. Really huge. Best time at low tide.
