Location: Toronto / Cozumel
Great kiting spot in Mexico is Cozumel. Lots of wind in the December. 9-10 different places to ride, lagoons, waves, flat, downwinders, uncrowded, safe. It is so good I bought a place there. http://www.cozumeltom.com.

I live in Cancun, I think the best place is in Isla Blanca, constant wind, large beach !
