kiting through spain and portugal

A friend and i are looking at doing a kiting trip through Spain and Portugal next April and May. We are looking at buying a car either in England or Spain and driving down the coast of spain and then onto Portugal. Any infomation on what the wind is like and any advice on the best options for buying a car would be great.
