SoCal to Rio De Janeiro to Forteleza, Brazil

Arriving in Rio De Janeiro on Dec. 1st. for an Outrigger Race & check out Rio for 4 nights...hoping to get some kiting in...Looking for some close spots to Rio...I heard Barra Da Tujuca & Sao Conrado were possibilities. Let me know if anyone is travel during that time or has any input? Planning on taking my 16M Swithblade & 12 Xbow to cover lighter winds.
I'll be flying out of Rio on the 5th of Dec. to Forteleza till the 12th...So far my plan is to stay in either Forteleza or Cumbuco for acouple nights to gather some beta regarding trips/downwinders up to Jeri. Interested in sharing the cost of a driver to follow along for a downwinder...anyone have room for one more to share the costs of driver or buggy leaving Cumbuco to Jeri @ the 7th or 8th of Dec.?
What sort of wind speed can I expect during the beginning of Dec. in Rio?
