Is there any spots in Europe where you can kiteboard
all year round consistantly?
Im looking at making a move that way and would love
to be in the water as often as possible
just the question is where?
Any spots similar to brazil?

Are you kidding?
This is Europe you know, we don't have tropical area's here. However they are some spots where you can kite all year round, it just depends what cold is for you. Some people kite all year here in Belgium, even in 5°C water/air.
But if you want good conditions you will have to stay in the South, like Tarifa. That would probably be one or the best spot for all year kiting.
For temperatures, check

heey, I'm french so I can tell you you're able to kitesurf all the year in the south of France, on the beaches of Mediterranean sea! It's not as warm as Brazil of course, but you can easily kitesurf with a 3'2 wetsuit. Don't forget there is snow in some areas in Brazil lol
