The DR has plenty of undiscovered flat water spots. The spot around monti christi must be amazing and also Puerto Plata has some great kiting conditions. Of course Cabarete is the most well know and consistent place concerning the wind. Only 5 minutes outside of Cabarete you can find la boca, a rivermouth with absolutley flat water. Thats a great training spot for freestyle and wakestyle and once in a while some pro riders come there to practice (see pic attached).

The DR also has plenty of undiscovered flat water kiting, out near monti christi, south near punta cana, and in the bay of Samana.
The windward islands are also great for wind, and on the west side are some fantastic flat water kiting.
A great option is to charter a sailboat .. and go to the remote places that no one or few have kited before
