Mate,
Perth in WA is the best spot in Aus, season is good from September to Febuary, wind 5-6 days a week with 15 - 25 knots. Wind usually starts at 2-3pm and steadily increases until 8-9pm.
Perth is also a great city to live. check it out. I dont live there anymore but I miss it!
Im 90kg and use a 12m kite, its good for about 80% of the time. If you want to kite later in the day, ie around 8pm then i suggest a 9m, but from 4-7pm 12m is perfect.
