Aruba hotels?

Where is a reasonable (under $200usd) place to stay in Aruba that you can kite in front of? Heard the Huts area is very gusty and offshore so doesn't sound that good. Is it better to get a nicer hotel off beach and then drive to the spots? Where is best flatwater spot? Is Boca Grandi best wave spot? Will be there July 14-18th.
