Going to Hatteras, need place to camp in Maryland in May?

Hi,
We'll be traveling from the north to Cape Hatteras next May.
We are looking for a safe place to car camp overnight, without spending the usual 25+$ at state campgrounds.
We'll be traveling along route 13 with our dog (a cocker spaniel) in a Honda Element.
The closest to Norfolk, Va, the better.
