both locations are good for kiting. Less people (swimmers) in the water in Pranburi. But also more quiet at night.

Another vote from me for Pranburi too ... worth the money to pay for lessons so you can get some rental gear and someone to pick you up after a 2 hour downwinder :)
I went to Kiteboarding Asia at Pranburi - great guys! North Club at Hua Hin - also great guys and nice new gear :) but swimmers and other water-users gave my novice self the heebie-jeebies ...

I learned in Hua Hin, its not the easiest kite spot for beginners. The shore break can be tough the water gets deep quick and there is very little beach. The wind has not been very good there all winter.

That said if you can already get up on the board then you will be all right there, but you might be better off in a place with better wind and flatter water.

at low tide the beach is big enough.
North Club is now further downwind, very few swimmers!
shorebreak is not that tuff...1m max...

just arrived in Pranburi...lots of space, no swimmers, but very tiny beach on high tide, if any.
but wind is on...thermal, no forecasts show it...

I just got back from Hua Hin after hearing the wind was good from Toby. The situation is much different now than in the fall.

The wind direction has changed which means that the wind comes from the south and blows side shore rather nicely. It is very stable, and a bit light for me, but would be perfect for a beginner. The shore break is very manageable.

Another thing that is good is the number of kite schools with lots of helpful beach boys waiting around to asset you with launches and landing. This is great for beginners. Thai people are really helpful.

If you are learning it's perfect conditions right now. If you can already get on the board and get upwind then I would go somewhere windier like Mui Ne. I was on my 12 and underpowered till about 3 pm most days. I'm 85 kgs, if you are light than the wind is fine. I would have liked more wind, but that's me.

winds are between 10-20 knots. some days more around 13, some around 20. All possible. Today was lighter again, got a bit stronger in the late afternoon. Yesterday 20+.
If you like stronger winds, 20+, then this is not your place.
