Dahab advice needed

Hi,
I'm going to Dahab on Wednesday and have heard that kiting is banned in some parts there and that windsurfers have taken over other parts. Is this true? I’m mainly going for a diving holiday but want to get in a bit of kiting too and was wondering if there was a decent hotel (not a super posh one, just a nice comfortable one) that would suit me for both, ie be within walking distance of a good kite beach suitable for learning tricks in shallow flat water and a dive centre.
Also, what kites should I bring, as I have a baggage restriction of 20kg so probably can only bring 2 kites. I’m 85kg and have a 7m, 9m and a 12m. Would the 7 and the 9m be enough?
Any advice appreciated.
