Hi,
The ferry is currently operating. The phone number is 1- (787) 832-1770. I'll try to find a webpage or email for you.
Be aware that the ferry goes from Santo Doming in DR to Mayaguez in PR. Santo Domingo is about a 4 hour drive from Cabarete. Mayaguez is a 2 hour drive from San Juan. I don't know about DR, but a taxi in PR would cost over $100 for this, so you would have to rent a car. Renting a car in DR and driving from Cabarete to Santo Domingo will be an adventure.
So, arriving in Mayaguez would make sense if you want to stay in the west said. If you are going to San Juan, you might want to consider flying from the Puerto Plata airport (about 30 mins from Cabarete) to San Juan.
Contact me anytime if I can be of further assistance. Have fun at DR and PR !

Actually the ferry is travelling some days to Mayaguez and some days to San Juan.
On this page (is in spanish) says that they depart from Santo Domingo on Sundays at 7 pm
and arrives to San Juan on Monday at 8:00 am
http://www.colonialtours.com.do/ferries/cabinaint.asp
I call a friend that usually travel on the ferry and he tells me that
they departure from Santo Domingo to San Juan on Sunday and Thursdays.
He say that the schedule is not the same all the time of each week,
I recommend that give them a call.
He gives me the following phone numbers:
809-688-4400 RD office
787-832-4800 Mayaguez, PR office
