Looking for kite location in Carribean near/at a resort

I am trying to plan a vacation for me and 6 friends last week of march/ 1st week of April. I am the only kiter. I want to find a good (preffered flat water) beginner location that is on or very close to a resort, as my friends want a resort and not a cottage.

I am trying to keep the trip relatively inexpensive too. Next year i am planning a sailing trip for the BVI's so im not looking to do that this year.

The places im looking at
-Turks and Caicos- But Its expensive, no resort, very little for non kiters, but amazing kite beach from what i herd
-st. Martin
-Dominican republic- maybe punta cana?
-Aruba
-St. lucia


What suggestions do you guys have for this? What other locations are good?

Do. Your friends want to be just sitting on a nice beach at a resort or do they want activities (golf, snorkel, shop, etc.)

They would like some stuff to do, but not golf.

Im thinking snorkling, maybe windsurf, simple things, but mostly sitting on the beach is cool with them.

Punta Cana is a gamble on wind, when it goes off it's great place to kite. Cabarete on the north coast has better wind.

Lots to do in both places.
