Need advice on Cuba for later half of Sep

I bought a plane ticket to Cuba for the later half of September. I really need advice because I can't find much on here.IM definitely on a budget. I found Airbnbs for $20 a night but its in and around Havana and If I can't kite due to lack of wind then I think I would rather be in Havana since Im a single guy traveling alone.
1. Is it possible to stay in Havana and rent a scooter to ride to the kite spots or are they too far from Havana ?
2 if Havana is too far,Where is the closest cheap town to stay in and commute every day to kite ?
3 I can't afford to stay at the resorts and can't find cheap rooms on the outer islands
4 I know nothing about cuba or where I should be
can anyone please give me some advice ?

I am also planning a trip at the same time to Cuba....let us know if you find out any good data on kiting there in Sept...

Guys if you have a ticket to Habana you should go to Playas del Este,the spot is really good for kite and the price for a house is about 20 to 30 cuban cuc,almost the same that USD $.
I will give you the address for houses if you are interested to go there,i can give you the phone numbers also and i can try to make a reservation for you.
The food around is good,many small restaurants that you will eat for around 20 cucu a day.

The beach is just 21 km from the center,very easy to go for 1 cuc in a very old car with more people inside but comfortable and secure,the bus will be an other option and it's not bad.
