I was at Punta Cana a few years ago. Stayed at the Hodelpa Hotel (not recommended). I was the only person kiting. Beaches at Christmas were very crowded and hard to launch. I'm sure May will be less traffic. The best spot is the LTI Hotel. They have a big sand point with room to launch and land. The rest of the area is 2 big bays. South of the LTI is a thin beach and side-on shore. LTI is side shore. Bay North is the best. Lots of room, flats and easy waves. I rode a 20M and 16M and a light wind board. Trades seemed to come up every day. The area around the ship wreck is great riding. Check with weatherunderground.com for Punta Cana to see wind history. The wind is gauged from the airport and is less than the beach.. If it says 10 at the airport it is 15 at the beach.

punta cana is a consistent light wind spot unless a front is coming through.

I have a condo in Cozumel, so I know the Mayan Riviera and that area well. Cozumel is the best place for wind in the Mayan area, but it is only 12M in the winter. The only places I know that you can regularly ride a 12M-9M in April is Hatteras and San Francisco, but the water is cool in Hatteras and cold in SFO. You might consider Margarita. Friends just got back and said it was very windy all the time.
