China is correct, but the name and adress I don't know.
Did you already try the search engines like Google? Or contact the Chinese embassy in the Netherlands and ask the chamber of commerce. Another way is to post in Asian biz sites (find them through search engines)

I heard they make almost all the kites from different manufactures in the same factory over there....
